It is vital that the international initiative from the ICBS is taken up and supported by local initiatives and a number of Blue Shield Committees are (being) formed in great many a country.
The National Committees of the Blue Shield (NCBS):
- bring together the different professions, local and national government, the emergency services and the armed forces.
- provide a forum for them to improve emergency preparedness by sharing experiences and exchanging information.
- provide a focus for raising national awareness of the threats to cultural heritage.
- promote the ratification and implementation by national governments of the Hague Convention.
Each National Committee needs to be recognized by the ICBS.
The use of the term National Committee of the Blue Shield (NCBS) is conditional on the continued recognition of the national committee by the ICBS. All National Committees must be set up in such a way as to conform to national legislation.
